On 12 October 2020, the Decree of the President of the Council of Ministers of 7 July 2020 was published, the so-called “Flows Decree”, which, as every year, provides for the entry quotas for work purposes of foreign citizens.

It has been fixed at 30,850 the maximum quota for employed and non-seasonal non-EU workers and self-employed workers who will be able to enter Italy this year.

Among them, there are 12,850 entries for subordinate, non-seasonal and self-employed workers and conversions.

Within this quota, 6.000 entries are reserved for non-seasonal subordinate work in the transport, building and tourism-hotel sectors for citizens of Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Korea (Republic of Korea), Ivory Coast, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Ghana, Japan, India, India, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine and any country that may conclude cooperation agreements on migration during the year 2020.

The remaining quotas are divided between the entry of non-EU citizens who have completed training and education programmes in their countries of origin, the entry of workers of Italian origin residing in Venezuela and the entry of non-EU citizens for self-employment, as well as between conversions of residence permits already held for other reasons into residence permits for subordinate work and self-employment.

This is followed by 18,000 quotas for seasonal subordinate work in the agricultural and tourism-hotel sectors. They concern the entry for reasons of seasonal employment of non-EU citizens of Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Korea (Republic of Korea), Ivory Coast, Egypt, El Salvador, Ethiopia, Gambia, Ghana, Japan, India, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine.

All requests may be sent from 13 October 2020, by submitting the application form through the appropriate IT portal of the Ministry of the Interior.

The deadline for the submission of the applications is 31 December 2020.
